Our History
The Midland story begins with our founders, Michael J. Packard and Jennifer Huynh, who bring over 19 years of experience in high-quality, community-focused real estate development. Their work has produced sustainable, profitable investments, including housing for vulnerable populations.
To expand their impact, they acquired Phoenix Property Management, adding over 35 years of trusted resident services. Today, Midland both develops housing and supports the communities who live in it, with a strong commitment to stewardship and reinvestment.
Our Leadership
Michael J. Packard leads the company’s strategy with over 25 years of experience and a strong track record of delivering exceptional returns. Known for solving complex challenges, he previously served as Principal and VP of Operations at a national affordable housing firm, where he drove major growth—expanding the portfolio from $150M to $500M, acquiring 35+ properties, and redeveloping 15.
He has also worked with housing authorities, including RI Housing, overseeing multifamily and Section 8 portfolios. He holds a B.S. from the University of Rhode Island.
Jennifer Y. Huynh oversees the company’s financial health, bringing 16+ years of affordable housing experience. She previously served as VP of Finance for a national firm, managing 60+ properties valued at over $500M, overseeing investor relations, underwriting acquisitions, and supporting redevelopment projects.
She also helped develop key policies and coordinated with external partners. Jennifer holds C3P and CPO certifications and earned a B.S. in Business Administration from Suffolk University.
